(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。

(c)本项目的特定资格要求：（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有建筑工程施工总承包三级及以上资质；
（4）项目负责人具有建筑工程专业二级及以上注册建造师执业资格；
（5）法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
(c)Specific qualification requirements for this program: 1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) The supplier has a third level or higher qualification for general contracting of construction projects; (4) The project leader has a registered construction engineer qualification of Level 2 or above in the field of construction engineering; (5) When a branch established by a legal entity participates in negotiations in its own name, it shall provide relevant certification materials registered in accordance with the law and a written statement issued by the legal entity authorizing its branch to participate in government procurement activities within its business scope and assume all civil liabilities. Legal entities and their branches shall not participate in the procurement activities of the same project simultaneously.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
